Special Administrative Region of Gonave
Setting up Gonave to be ran by a Governmental Not-For-Profit
The basic setup for government would be similar to Hong
Kong. You would have a head of the
government, and then other members who form up the main government. Just like with a Not-For-Profit setup, you
have key individuals who have specific duties and roles within the
not-for-profit. The official title of Gonave would be, The Special Administrative Region of Gonave.
A basic setup for Gonave would be:

Chief Secretary
·
Chief Financial Secretary
·
Secretary of Justice
·
Chief Administrative Secretary
Each area would have several sub-sections as well. For example, the Chief Administrative Secretary
would be over education and civil services, however there will be an Education Secretary as well as a Civil Services
Secretary.
The board that would help create bills and advise the Chief
Executive of law on Gonave would be called the Executive Council. The Legislative Council would also be created
to create and repel laws, create tax laws, budgets, remove judges, and can
impeach the Chief Executive.
The Chief Executive of Gonave would be the head of the Gonave
Region and of the Government of Gonave.
Their function would be to nominate the four secretary positions in the
government, as well as appointing judges and having communication with the
President of Haiti.
Similar to Hong Kong, Gonave would also have a Basic Law
which would be similar to a “Constitution”, which would be the rule of law on
Gonave.
Gonave would be free to elect its own officials, develop its
own currency, have its own flag, develop its own economic and financial
systems, as well as develop its own immigration policy. Gonave would also be able to create its own
educational and transportation systems as well.
Citizens of Gonave wouldn’t have to serve in the Military of
Haiti, would still have the same national anthem as Haiti and the island itself
would be defended by Haiti and represented internationally by Haiti. Gonave
would not have a standing arm, but could have a Coast Guard program to help
with National Disasters. The Chief
Executive could call on the Military of Haiti to help in matter of civil
strife. Haiti would not be obligated to
financially help Gonave.
