What is a SAR and how will it work on Gonave?

A few people have written to me asking what is a SAR, or Special Administrative Region, and how will it work on Gonave.

Well this is a very interesting concept, as only two places in the world that I'm aware of, practice this form of government.  One being Macau, and the other being Hong Kong.  I use Hong Kong in this and other examples because I'm more familiar with Hong Kong and have even visited there.

With Hong Kong, they have their own form of government which controls everything from monetary policy, to judicial laws, immigration, education, housing, etc.  The only thing Hong Kong or Macau doesn't control are foreign policy or have a military.  Since both areas had their "hand over" China is responsible for foreign policy and military.  Hong Kong has it's own currency, passports, immigration laws, flag, but shares the same anthem, and has Basic Law, which is its version of a Constitution.

Now how will all of this work on Gonave?  Well due to many different elements on and off the island, a SAR makes a lot of sense.  For one Haiti would still have advisers who will be on boards that serve the SAR.  Like in Haiti, their role is to make sure that leaders in the SAR are following guidelines that have been setup in the Basic Law and to make sure that this information is also flowing over to Haiti's leadership.  Gonave could have a 5 year buffer rule where all of it's laws are identical to that of Haiti's constitution, until Gonave could create it's own Basic Law, which would then be voted on by Haitian Legislature.  Also an interm Chief Executive Officer, which is similar to a Governor or Prime Minister will serve those first five years.  After the initial buffer, elected officials from Gonave could be appointed and it's own Basic Law be drafted.  Gonave could initially use the Haitian Gourd and later change it's currency, and like the Hong Kong dollar, peg it's currency to another nations currency.  For example the Hong Kong dollar floats around $7.80 or so Hong dollars for every $1 US dollar.

Why create a SAR?  A SAR is much more stable and faster to establish than creating a new nation.  A new nation has to be accepted by other nations before it is considered a nation.  Look at Taiwan for example.  It isn't internationally recognized as a nation, yet it is able to function like one.  Taiwan has it's own military as well, however technically the land belongs to China.  Technically the laws of China can be enforced on Taiwan.  Creating a SAR will eliminate creating and maintaining a costly military, prevents foreign affairs dealings, prevents misconceptions from other nations about your purpose and if you will be a good international partner, etc.  A SAR is allowed to run itself the way it wants to, with the protection of the motherland. 

To me a SAR might be the best bet for Gonave.  It allows for one nation, but two different types of governments.  Some on Gonave don't really feel like they are a part of Haiti, but feel they are Haitian.  So why not create a region where Haitians who live on Gonave can form their own government within Haiti and still be Haiti?
