Bureau of Land Management - Gonave

The first government office Gonave should create is the Bureau of Land Management.  This is very important as it will have regulations of what can and can’t be built, and guidelines setup for preserving nature.

BLM Gonave will assume the land rights of the entire island of Gonave, which is about 286.9 sq. miles or  65,000 acres.  Individuals, who currently have homes on the island, will have their own plot of land, and programs would be in place to establish proper housing.  While this may appear to be a welfare system, it actually is a system to set standards for future housing on Gonave.  Given that individual will claim land, that they did not buy, bargaining would take place where BLM would build the homes, and designate a plot, and deed the property over to the individual.

BLM would be very important in regulating the natural resources on the island, such as oil, natural gas, minerals, and native vegetation.  In addition to this, BLM would protect the native wildlife, and even create recreational areas, and national parks on Gonave.   

BLM would have a few employees locally and internationally for support.  These employees will have surveyors, geologist, botanist, chemist, etc.  

Due to the extensive amount of oil under Gonave, land regulation is very important to protect the interest of Gonave and its people.  In the event an oil company wanted to drill in Gonave, they would have to pay monthly lease payments land parcels setup by BLM, and give a specific percentage of oil revenue back to BLM.  The BLM would then take any revenues from land leases, and natural resources and put this in a general fund.  This general fund would then go towards the ongoing development of Gonave.
