Water is the first priority!

Water is the first priority for Haiti and Gonave. Given that so many illnesses are from water, and given the severe lack of water, I think this is where the attention should be given first. Given that a water purification plant, pumping stations, etc are extremely expensive some NGO's, or Non-Governmental Organizations, are building a series of wells throughout the country. While this is a great start, it doesn't help the country or the island of Gonave attract tourist or industry.
Above is my idea of how to start Gonave off with a strong and steady supply of water. By having these large water storage tanks you are able to get factories to come, which will employ the local population. By having these large water storage tanks you don't have to worry about the massive expense of building treatment plants and the ongoing capital cost that are associated with it. So how do you supply the water tanks with water? Why not have water right agreements with the US, Puerto Rico, and Dominican Republic? These three nations can be used to supply the water storage tanks. Now the upfront costs are the tanks, some major utilities, a ship that can hold water, and water trucks to deliver the water. My idea is to build half a dozen of these water tanks, close to the shore so that the water can be directly pumped to the tanks from the ship. These tanks will then support a nearby industrial park. Possibly have one or more tanks reserved for the general public. Now how do you get the water from the tanks to households? See below.
These trucks can deliver water to houses and shops. Initially you could build a mini water tower that will hold water, and then connect several houses and businesses to that water tower. These trucks will then refill the water towers. Just throwing some thoughts out there.
